I just cannot create new
playlists in iTunes that will be recognized by LMS. It is like my iTunes
library is frozen in time when I first updated to Mac OS Sierra months
ago. Before Sierra, everything was fine.

Hmm... not an iTunes user myself. But I quickly set up a playlist with a bunch of tracks. It's imported as expected. I can edit it in iTunes and the change would show up in LMS after a rescan.

Could you please set the logging level for plugin.itunes to info or debug, then re-run a scan (Settings/Advanced/Logging). The scanner.log file should then leave statements starting with "Found path via directory search..." indicationg which file it's using from iTunes. Can you double check whether that file had a recent timestamp?

Go to Settings/iTunes: is there a path set for the XML file? Do they match? What if you removed the path from the settings?
