I'm still a bit puzzled. What is the answer to my original question?
Where should I extract a plugin zip file to if I want (or need) to
install one manually? Could I put the extract, or even just the zip, in
.../cache/DownloadedPlugins? As I understand it you have changed your
folder structure - I haven't, so I'm looking at
/var/lib/squeezeboxserver and folders within that.

I admit I am pondering what happens in the event of LMS armageddon,
where there is no internet support, or some plugin websites are no
longer supported, but I still need to be able to be able to install LMS
from scratch if I have to.

LMS 7.9.1 on VortexBox Midi box, Xubuntu 17.10, FLACs 16->24 bit,
44.1->192kbps.  Touch & EDO. 2nd Touch standard.
LMS plugin UPnP/DLNA Bridge to MF M1 CLiC (to A308CR amp & ESLs) &
Marantz CR603 UPnP renderers.
Alternatively Minimserver & Upplay to same & to upmpdcli/mpd PC
renderers.
Squeezelite to Meridian USB Explorer DAC to PC speakers/headphones.
Wireless Xubuntu 17.10 laptop firefox/upplay or Android 'phone with
Squeeze-Commander/BubbleUPnP controls LMS/Minimserver.
