I would think MusicBee might have options available. I use MediaMonkey, and I can sync playlists to my phone, and based on the sync settings, it converts the files to MP3 and updates the M3U file that goes over appropriately (presumably creates a new M3U file). This would be similar to the suggestions for using JRMedia or Foobar, and again, I would suspect MusicBee has a similar setup.
