I've no idea regarding your original issue, but the Thumbs.db file is
used by Windows Explorer internally. It's used to cache thumbnail views
of images. If Windows doesn't let you delete the folder because
Thumbs.db is currently in use, you can try switching to a different
folder that contains an image (and maybe switch between details view and
icon view of the folder). Usually this lets Windows Explorer close the
Thumbs.db in the first folder so you can then delete it.
