Yes, the LANG environment variable is not known in Windows. The decimal
separator is defined globally.
Although the cygwin environment, which some of LMS deliverables for
Windows might use (because there's a cygwin.dll), seems to support LANG,
the flac.exe delivered with LMS seems to ignore it.
