AFAICT From Installation manual, it is a not VLC plugin but is using Virtual Cable which is part if Windows audio subsystem (i.e. audio output from a media player is redirected into a virtual cable where HEDD does ti s stuff before output to a real output device).
If I'm coirrect, this means it is nothing to do with LMS or LMSplugins - it is for "audio renderers" only.
