The reason why I was asking is that only a week or two ago I was investigating Spotty installation failures with very similar symptoms. The downloaded files would always be a few kB short. And IIRC all users having that problem were located in Germany, most of them using Unitymedia. Ok, there is the highest density of Spotty users in Germany, which increases the chance to run into issues. But anyway.
About the theory around "sleep": are you saying that the plugin installer tries to validate the download before the data has fully been written to disc, thus failing the check (again, probably a few bytes short)? I think it would still be good to test the download using network.asynchttp=DEBUG. It will be noisy, but the interesting parts will hopefully be towards the end of the download.
