Again, the file was NOT a few bytes short. It was missing two-thirds
(20MB) of the file (30MB). I watched the download progress live: LMS
restarting on the left screen, the download progress on the right
screen. The download did NOT finish. IF I wait for the download (the one
BEFORE I click on "Restart now") to finish, the installation will be
successful.

(I thought it might be a good idea to color this red as this piece of
information seems to get lost over and over again.)
