The solution is somewhat rude, but what you need to do is delete all
files from the LMS `lib` and `CPAN` folders for which an equally named
file exists in your system's Perl vendor path (for version 5.28 that
would typically be /usr/lib/perl/vendor_perl/5.28).

No, please don't recommend doing this. It's asking for trouble. If it works for you, then great. And let's take the topic to the dev forum where we can see how we could handle the Perl udpgrade for everybody.

But for the time being the latest nightly builds should just work. They wouldn't use the latest Perl installed, they wouldn't use the M1 binary, but they should just work anyway. If it doesn't work, then we have to understand why.
