I used Foobar 2000 1.6.2 and opusenc.exe based on Libopus 1.3.1 in
opustools 0.2.
One instance, I left the default .opus ending, the other I changed to
.ogg. Same source FLAC file.

Oh... you're not dealing with files you got like this, but you're actively creating them? Why the hassle?...

Where do we go from here? Can I do anything else to help troubleshoot?
Out of curiosity: How did you get that detail on the scan? All of my
scanner logs are set to "debug", but there still isn't anything telling
in them...

The log file you posted certainly didn't have any additional logging enabled. But still, you're right: the message I saw you should have seen too. I'm a bit puzzled, too. As this is a relatively new and niche feature, I'm not surprised it hasn't been tested much... but still.
