Part of using the standard package is to enable comparison and suggets
test that are likely to work. 
You are on same version as I am and I have no problem doing wma->mp3
file conversion with wma with similar audio format as you are using.  

IIRC A "monotonic" issue was vaguely linked with processor type a while
back.

What is your processor and platform (e.g. amd64, arm64, armhf,i386.. ).?
what is "uname -a "
