Moving from a Windows install to virtually anything else is never a
downgrade. Windows runs so much stuff in the background that just isn’t
necessary and slows things down. Constant download of Windows updates,
anti virus scanning, firewalling for example, You just don’t get that
with a Pi as you decide when to upgrade and what services to run.
Also Windows version of Perl is stuck on 5.1.4 iirc
