As explained on the wikipedia page you referenced, this isn't PCM.
To play it with LMS, you'll need to install a CLI tool able to output
such a file in a format LMS understands to a pipe (follow the links on
wikipedia to find one, or duckduckgo), and create 2 files
(custom-convert.conf and  custom-types.conf) which tell LMS how to
handle such files.
