Thanks for the suggestions. I have now found the solution. The external drive I use with my Macbook is formatted as APFS. I came across an article that said that APFS is designed for SSD drives. Mac OS Extended is faster for regular drives. I bought a new external drive, formatted it in Mac OS Extended and problem solved. (An annoying side effect is that searching or tagging on this drive no longer works.)
