Unfortunately, the U.S. is actually AHEAD of Europe in making content available under statutory licensing. This allows Pandora to stream music to you (like a radio) without having to have separate licensing deals with each label in each country. I've not looked into it recently, though, so my recollection of the way foreign licensing works might not be perfectly accurate.
