Many if not most routers have a pretty deficient DHCP server: it
believes it contains a full active picture of the network, which a real
DHCP server is required to do (ie, run ISC DHCP and it will write out
the leases periodically just in case the server crashes so it can
return to a known state), and they are at least encouraged to ping an
IP before they issue it to make sure it is really available...

But your $40 router doesn't do that, and doesn't even save the leases
to flash... so if it reboots, it is all first come first serve what it
gives out.  And some devices are smart enough to ask for their old IP
back, which the router will gladly give them, even if it gave the same
IP to another device just before it rebooted.

Annoying.
