Local stations "run the show" because NPR produces content mostly from
local station pooled spending. It would be odd to be run otherwise. 

Large endowments? I don't think so. Most stations run largely hand to
mouth operations. And I'm not sure how the funding structure could
change, the local stations are independent of each other and need to
raise their own funds. They pay NPR for the programming they use. And at
many, TV is what really matters and radio is a stepchild of sorts.

Sorry, I know my comments have nothing to do with the app topic, I just
wanted to respond to what seemed like misinformation. I may have some of
it wrong as well, further enlightenment is welcome.
