Over here in Europe they did the opposite and put up a threat of banning fleets to make auto industry itself invest in this.
On banks, I agree that this is a general longer term regulations issue. Dropping Glass/Stegall was a big mistake (effectively it looks even reversed, if you look at Goldman-Sachs) but at least you (US) were more or less sticking to GAAP vs IFRS which made things even worse in countries like the UK or Switzerland. After all, the financial crisis is also a big accounting crisis. Finally, accountants got a grip on reality :D Fair Tax is nice (I used to propose this kind of scheme as a student) but a bureaucratic monster (it's unbelievable how much time I spent during the last year just on VAT issues; and don't tell me that you just have to do it "simple", you can't) and while probably solving some bank's troubles would - through an inadvertent shift in consumption behavior kill off a lot of your producing businesses while others would profit, don't know if you want that amidst a crisis. But in the end, this has very little to do with the question of whether you should have publicly financed media. I still claim that of my experience there doesn't seem to be a business case of good old, plain, serious information and I'm waiting to learn of an example to the opposite since I know of none. It works a bit where you have no scarce external resources (aka channels), e.g. in print or internet, I haven't seen it happen on TV or radio.
