I just installed a netudap compilation for Windows, and it bombed me with error messages Use of uninitialized value in length at /PerlApp/Net/UDAP/Util.pm line 67 I mean of course I could follow up with these errors and try to sort it out, but given that it is one way to a possible solution, I am not going to this direction.
