Thanks for responding.  Per your suggestion, I tried restarting LMS and
that didn't make a difference.  I had tried connecting directly with my
sb touch previously and that didn't work either.  I just tried that
again but this time I shut down my linux box that runs LMS to make sure
I wasn't accidentally going through LMS.  The touch connected to various
radio stations in other lists but the local stations list remained
empty.  At least I know now for sure that it has nothing to do with my
LMS server.  

Just to be thorough, I then power cycled my sb touch.  Local list still
says no programs available.  Other stations from other lists play fine. 
I have since added my local stations to a favorites list which isn't a
bad work around.  However, it would be nice to know whats wrong with the
mysqueezebox.com local radio lists.  It seems like mysqueezebox.com
thinks I reside in an area that has no radio stations.  I assume that
since other radio stations work, my credentials for mysqueezebox.com
must be correct.  I did reenter them in LMS when I originally
encountered the problem but that didn't help.

My internet provider is Time Warner.  I don't think there is a way for
them to use an IP address that would hide my location.  I haven't
noticed other web searches and such sending me search results from
Borneo or anything.
