here is example conf

acl mynetwork src x.x.x.x/23
acl admin src "/path/to/admin.txt"
acl deniedownload urlpath_regex "/path/to/download.txt"
acl spamurl url_regex "/path/to/listspam.txt"

http_access deny deniedownload !admin
http_access deny spamurl
http_access allow mynetwork
http_access deny all

mynetwork  ---- your network subnet
admin --- list of IP's which not included in denied downloading
