Well, things don't typically stop working unless someone changed
something.  Chances are that they did something to their system that
created the side effects you are currently experiencing.  You should
encourage them to try reintegrating a newer version of SM into their
admin panel.  They could probably ask for help here if they need it.

Contrary to what they are telling you, you can upgrade your SM without
telnet access...  you can download a tarball of the current stable
release, unpack it on your own computer, make any configuration settings
that you need (check the contents of the config/config.php for the
current installation and you can copy most values from there), FTP in
and make backup copies of the current installation and then upload the
new installation.  There's probably some other fussing you'll have to
do, but for the most part, since SM does not require compilation and any
installation procedures beside the placement of files, this should work.
Er, that is, the one big problem you might run into if you attempt to
replace your data directory is permissions problems (depending on
whether or not you can change ownership or permissions via FTP, which I
doubt)... so leave the data directory AS IS, and manually replace the
other directories for your best bet.  I think.  Not making any
guarantees.  Remember to make backups!  ;>
