So it's on every page, regardless of mail count? Even on the left
frame? Hrm... that gives me a new hint. What do you mean by bottom
frame? We only have two frames, left side (folder listing), and right
side (mail listing).

You should still be able to use a php.ini file... Otherwise you just
cannot modify settings without altering your httpd.conf file.  Create
a file in your webtree, and call it test.php, inside it put:

  <? phpinfo(); ?>

Find out where it is looking for a php.ini file, and you should be
able to drop one in there.
