Technically you don't need a php.ini as the way php is coded, it falls
back to defaults *if* one isn't present. Putting on where php looks
for it forces that one to be used.

It is still technically a "bug" somewhere in SM that I'd like to track
down... but the suggested change allows for SM to work nicely
apparently. I'm still going to try tracking down the cause.
