This has nothing to do with a client misbehaving or not. It is server side
configuration, evapi is a module that can be loaded only if wanted to interact
with external applications via json, like it is http_client/http_async_client
to interact with http servers.
What you say feels similar to: if database is slow and passwords cannot be
fetched fast for authentication and processing of calls is slow/blocked, it is
a Kamailio fault.
At the end of the day, vertical scalability cannot be infinite, horizontal
scalability/distribution has to be considered.
