Mike,

I bolted another layer of plywood on top of the brass footplate.  It runs from the 
front of the footplate back to the appropriate length.  L-angles are bolted 
underneath from below and the bolster is bolted on from above.  I glue a 
second layer of plywood on the bottom of the extension to stiffen it and make 
the bottom the same height as the footplate.

With a 0-4-2 arrangement, though, you want the rear wheels on a pivoting 
tongue, don't you?
