IIRC, the reason /me was never made into a XEP is because of similar arguments. It doesn't matter. We don't need to normalize chat behavior. If they see /me they'll know what it means, and if they see it rendered as an action, great. The XEP is just a recommendation on how you could interpret the message body. It's not worth normalizing into some sort of namespace for actions. We can always do that later if there's a demand for it.
