Indeed it is somewhat "pub-subish" but with nodes where everyone is publisher. I guess it could be implemented on top of 0060 too, but I think that MUC stanzas are logically more fitting and are not unnecessarily verbose. There, you see? It has already provoked discussion. :) Please allow me to prepare the design of such solution (taking 0060 into consideration too). In worst case everyone will tell me it's all worthless after 2-minute discussion, right? :P
