The XMPP Extensions Editor has received a proposal for a new XEP.
Title: Explicit Message Encryption
Abstract: This specification provides a way to mark encrypted messages so the
recipient can discover how to decrypt it.

The council will decide in the next two weeks whether to accept this proposal
as an official XEP.
