XEP-0001 states:

I think describing which hash functions to use would be both a recommendation, 
and a write down of best practices, making it fall under Informational just 
fine. While it is neither a wire protocol nor a protocol suite (Standards 
Track).

In any case, the life-cycle of Informational XEPs fits the use-case of this 
better, IMO.
