Isn't this the problem that iSCSI doesn't work on
"TCP Fusion loopback connections"?
Try to disable "TCP Fusion" and retry your iSCSI test to the local system:
# echo 'do_tcp_fusion/W0' | mdb -wk
do_tcp_fusion: 0x1 = 0x0
