Here list parameters that nils wanted to tunnable.

ISCSI_DEFAULT_CONN_SHUTDOWN_TIMEOUT
ISCSI_DEFAULT_CONN_LOGIN_MIN
ISCSI_DEFAULT_CONN_LOGIN_MAX
ISCSI_DEFAULT_CONN_LOGIN_REDIRECT
ISCSI_DEFAULT_SESS_ENUM_TIMEOUT
ISCSI_DEFAULT_CMD_INTERNAL_TIMEOUT
ISCSI_DEFAULT_LOGIN_RETRY_DELAY
ISCSI_DEFAULT_LOGIN_POLLING_DELAY
ISCSI_DEFAULT_LOGIN_RX_TIMEOUT

There are already known bugs that ask for parameter tunnable: 6665245, 6497777, 
6706418. the urgent request is iscsi connect request retry tunnable on the 
first time iscsi initiator try establish iscsi session with target.

But still in my opinons, not all above listed parameter are necessary tunnable.

Another issue is using what kind of way make it tunnable? from 'iscsiadm' CLI? 
or from '/kernel/drv/iscsi.conf' configure file?
Seems windows initiator using system register file to store those tunnable 
parameters, but what is this paramter's propose and what's impact on system? 
this is your own risk to modify. maybe we can using this kind of way?
