I had summarized my opinion in the initial post (quoting my first email to you):
The goal, IMHO should be to provide flexible configuration options
via iscsiadm, with scope per target, per connection, per session
and/or per LUN, whatever is most appropriate.
Suggesting to make them global kernel tunables is only a first step towards
this, which is particularly easy to implement.
