i did actually fall for that when i was originally troubleshooting this problem a few months ago, since zfs transaction group activity actually seemed to coincide with the dips in transfer speed most of the time--and it -is- pretty odd that it sort of mirrors the way zfs writes to disk (not to mention that the dips don't occur on reads, where zfs doesn't have to flush). but all my performance numbers are actually network throughput on the windows side.
