If its for a home NAS you could get away with a Via Epia SN 1.8Ghz. mobo+embedded cpu+ram works out at about 26 watts. Also this will give you 4 sata ports for storage and a pci-e 16x expansion slot giving you room to expand. OS can be on IDE or type 1 compact flash card.
Its not going to set any speed records but the 1GHz version running 2008.11 will work well for 24/7 and a family of 5 unless you need multiple computers watching HD video or use cpu intensive software on the EPIA SN.
