JBOD operation is supported by the cli.  It is not fully functioning,
but you should be able to see the devices and obtain some information
from them via the cli.  Which version are you using?  2.4 is the current.

I'd recommend obtaining the 3000 Family CLI 2.4 User's Guide.

Table A-3 contains a list of commands that will work with a JBOD rather than the RAID controller. You would only be able to access the JBOD
in-band, as there is no controller to set an IP address and control
out of band communications.

The Installation, Operation, and Service guide would provide proper
installation and configuration information.

The Best Practices Guide would provide recommendations for how
to use the various configurations based upon your desired results.

All of these guides are available on the download site.

so yes - they work, and explorer (diag toolkit) used sccli to collect stats 
successfully

sccli needs a controller i think - dont think a true jbod has one
