The QLogic QLA2360 HBA isn't supported by the qlc driver, just the QLogic qla2300 driver supports it, as you have discovered.
The qla2300 driver is an sd attached driver, and as such, the sd driver uses the /kernel/drv/sd.conf list to scan for all possible devices to discover.
