Hmm ,this is interesting since the frontend switch is suppose to switch
it to the
mode you give.I just tried on my system and it switches.Available
options for
frontend are text,dialog,and web(in the actual debconf you get extra
interactive
altough I wouldn't use that one). The other thing would be to try
and do what debconf is saying .
lynx localhost:8001 
or just use netscape and go there.
Now if you read through the man page there is an option to change from
the command line the frontend.

man dpkg-reconfigure
