Good point!! To ensure that the tank is free of propane, simply duct tape a
piece of garden hose, or a pipe that will fit in the valve opening, to a hair
drier. Then turn on the fan for about an hour. No heat is necessary.
A secondary hazard may exist if there are hydrocarbon liquids inside the tank.
When the heat from a cutting torch or grinder contacts them, they can also
generate explosive gases. Heat the "area to be cut" without making penetration,
while leaving the fan running, and then complete the cut. This should be safe.

Warning: Propane tanks can explode or flare if cut without fully emptying
them. It is wise to open the valve for a week or two in hot, bright sunlight,
or fill the tank with non-flammable gasses (CO2, Argon, etc.) to prevent such
problems for the first cut. Remove the valves, if you can.
