Although it may not be the 'standard' a fan powered TLUD or others could have the fan only applied to the secondary air with natural bouancy supplying primary air. This would work for pellets and fuels more porous than rice hulls. With the right configuration there would be no ash entrainment to speak of.

I think it is pretty obvious that a fan-powered stove will loft a lot more small particles than a natural draft version. They can easily be blown up through the fuel bed. If it is chimney-type ND stove then it is not such an issue.
