    Councilman Thune ran on a platform of no public funds for a 
stadium, period.  However he plans to fund it, it is going back on 
his campaign promises.  Ripping off some rich guys may feel better 
than ripping off the food and beverage industry, and it may even be 
more politically popular, but it is still a rip off.
