I think he is saying $12,000.000 is incorrect the correct figure should be $12,000.00.
Some times a decimal point can look a lot like a comma.

This number has me wondering as well. Just this morning I heard NPR talking about a study that had been done on Minnesota schools and they estimated between $6,000 and $14,000 per student as the yearly expense across the state.
Allow me to answer your question Mary, and to provide Jenifer an answer as to where I came by these figures.
These figures come from a district handout that was provided to CBFAC members last year. I would assume that Lois Rockney generated it. (I hope this table survives HTML translation!)

The previous year (01-02) the district spent $11,984 against revenues of $12,034.
The document also says "This information is based on pupil counts of 45,859 for fiscal year 2001-02, 44,688 for fiscal year 2002-03 and 43,843 for fiscal year 2003-04." So the district has been well aware of it's declining enrollment.
In public discussions, the district usually talks about specific segments of its incomes, ie: as if state funding happens in a vacuum. In fact the district recieves funding streams from several sources as we see here.
