I would assume that Lois Rockney generated it. The document also says "This information is based on pupil counts of 45,859 for fiscal year 2001-02, 44,688 for fiscal year 2002-03 and 43,843 for fiscal year 2003-04." So the district has been well aware of it's declining enrollment. In public discussions, the district usually talks about specific segments of its incomes, ie: as if state funding happens in a vacuum.
