Every year, thereâs some lawmaker from the south who wants to 
change this. Rep. Wilkin this year, Sen. Day from years 
past.  They eventually realize that the reason the speed is 
at 45 is not the result of some state law that can be changed 
at the whim of a few leadfoots, but is indeed part of a 
federal court settlement that was entered into a long time 
ago with a number of litigants, some of whom are part of this 
discussion group.  Danâs right â the state would be in a bit 
of trouble were it to start picking and choosing which 
federal court settlements it wanted to adhere to.


If Rep. Wilkin wants to undo the federal settlement, re-open 
the case, turn the clock back twenty or thirty years, tear 
out the road, replace the hundreds of homes that were removed,
 and then reopen the Environmental Impact Statement needed 
to build the road, cool.  But I do hope he realizes pretty 
soon that changing state law doesnât change the settlement 
agreement that the state entered into twenty years ago that 
outlined the deal that allowed the road to be built in the 
first place.  


I particularly like the part where Rep. Wilkin insists that 
the State Legislature isnât bound by the agreement made by 
the State Department of Transportation.
