Eric Hare has a very good point.  CVS seems quite willing to work with 
neighborhood groups and to put together some very attractive properties 
if they are pressed to do so.  It may even be possible that they were 
pressed to put together the ugly property design that they have proposed 
to build in Midway.  God knows that the brand new Walgreen's on 
White Bear is of about the same design, and it was built in Saint Paul, 
ACROSS THE STREET from the much more exacting city of Maplewood.  
(Talk about a slap in the face.)

    So, Eric is probably right.  The problem is here in Saint Paul and 
not endemic to CVS.  Saint Paul and the local district council have 
appearantly seen fit to push through a whole bunch of plans that I 
have disagreed with.  The nasty looking Walgreen's being only one.

they wouldn't do it in Saint Paul if asked to.  Maybe a bit forcefully, or 
maybe through a mind-numbing bureacratic series of hoops.  But it's clear 
they'll do it.

So it's probably not their fault this is such a disaster.

My question is:  Whose fault is it?  

It may or may not be important.  But if we want to prevent these kinds of 
things in the future, and I'm right, it would be nice to know who the idiot 
is.
