I don't think it is necessary to block the caves.  There needs to be a
great revival of PERSONAL RESPONSIBILITY with folks taking responsibility
for their actions and the consequences of those actions, even if it is a
fatal consequence.  I feel sorry for those who lost their lives and their
families, but I believe it is not appropriate to try to make every last
nook and cranny of the world safe.  People seek out danger for the thrill
and excitement, even in the face of an increased risk of death.  Should
skydiving and bungee jumping be banned/stopped/prevented next?

I think informational (e.g. "fires in caves are deadly because of high CO
levels")signs in the area are the way to go if anything.  The simple
warning ("risk of death") signs are indicative of "there is something here
exciting, maybe dangerous, that our parents probably wouldn't permit us to
do if they knew."
