Not sure if this would be a good/healthy discussion, but its 
something worth thinking about.
Don't we import about 20,000 workers from surrounding communities?  Seems to 
me I remember reading this somewhere not too long ago.  Seems to me they have 
a viable stake in St Paul policy discussions, as would perhaps any suburbanite 
who stands to benefit by a strong urban core (and along that vein should 
perhaps contribute to same).
