What John describes is pretty much the case. At the current time, E-Democracy is not a membership organization and there are no elections for the board.
I'd like to note, that the E-Democracy board is in the process of a major reorganization. I cannot predict the outcome of that reorganization, but I expect to see major changes in the next 12 months.
In addition, St. Paul E-Democracy is in the process of establishing itself as a chapter of E-Democracy.org (within 3 months). Our draft charter does call for establishing memberships and giving members the right to vote for our "executive committee," which will be the local equivalent of the board.
E-Democracy recognizes the limitations of our current organizational structure and has been working on improvements for over a year now. But, as an all volunteer organization (up until now) with an extremely limited budget, progress has been slow.
