Now that Minneapolis and Bloomington have passed smoking bans, let stop in St Paul and 
study the effects that this will have.  Let's see if business goes up or down.  Let's 
see if employees from areas without a ban flock to work in the cities with a ban.  
Let's see if tourism is affected by the ban.

Let's take a year and study what happens in Minneapolis and Bloomington.  There is no 
reason for immediacy.  Before we leap and find out later that things didn't work out 
as planned, let's let other cities go first so we can study the results.

Remember there will be someone next door without a ban.  Whether it's St Paul or if St 
Paul does a ban, then it's Washington County, or Hudson, or Chisago County or Dakota 
County or, well there will be someone next door without a ban.  Let's study what 
effects that has on our core food and entertainment businesses.

Let's take one year from their effective dates to cool off and study what effects 
(good or bad) come with the 1st and 3rd largest cities having smoking bans.
