I do not know all of the specifics of the planning for this corner.
However, while wearing one of my many hats, I became aware of a
proposal to build an Emma Norton residence complex on this site. 
The community was all up in arms about this project.  They didn't
want that high of a concentration of people in the area.
 
Now I see a much large complex is being built.  I wonder why the
change in the local community's acceptance.
 
Could it be that Emma Norton houses low income women and children?

Tim:

I live in District 10, over by Como Elementary and Como Senior
High, and we
have such a housing unit almost at completion on the corner of
Maryland and
Dale.  We have had a long road to develop that corner into
something that is
suitable for the neighborhood and it was the development of that
corner that
actually got me started in the realm of political action.  The
corner had
been proposed to house originally a large 16 pump gas and
convenience store
that would be a 24 hour business with a car wash.  The neighborhood
had many
discussions with the companies that had proposals for the location
and we
all felt that with another gas station about two blocks away, we
did not
want a behemoth monstorsity of this nature operating all night in a
peaceful
neighborhood.  We were concerned about the residents that would
have lived
directly next to and adjacent to the carwash and all imagined
ourselves with
that noisy thing to contend with.

This dates back to when Ramsey County Commissioner, Janice Rettman
was then
our City Council person.  I think this started in  1993, and the
property
use was not finalized until 1998.  We are all much happier with the
results
and the units are ready to rent.  We are actually happy with the
outcome and
I have a hard time understanding why someone would be upset at a
facility
that would allow the neighborhood elderly residents to have a more
carefree
place to live in their own neighborhood.

Perhaps you should have them come by and look at the site.  It is
very
attractive and enables many of our elderly citizens to stay in the
neighborhood that they have lived in for so many years without
having to
maintain their own properties.
